More Than a Building | The Center for Black Excellence & Culture

The Center for Black Excellence & Culture is designed to be more than a building. It’s a first-of-its-kind space created to “bring Black culture, creativity, leadership, research, and innovation under one roof, creating a movement that transforms the future of the Black community in Madison, Wisconsin and beyond.”  Located at the highly visible corner of the Beltline and Park Street, the three-story facility brings together spaces for art, business, education, and community. From recording studios and galleries to event venues and classrooms, every part of the building is built to support connection and creativity.

Westphal & Company delivered the project as a full design-build electrical partner, supporting everything from core power distribution to advanced lighting and specialized systems. The scope included electrical distribution, branch circuiting, theatrical lighting, AV infrastructure in the main multipurpose space, fire alarm systems, and lighting controls. One of the defining aspects of the project was the scale and complexity of the lighting, with over 800 fixtures across more than 100 unique types, many of them custom. Delivering that level of detail required tight coordination and constant alignment with the broader project team.

Globalcom Technologies led the structured cabling, security, and DAS systems under a design-build approach. The building is supported by tens of thousands of feet of cabling, integrated access control and camera systems, and a distributed antenna system to support emergency responder communication. Extensive use of glass throughout the building created added complexity, particularly when designing and installing security systems without compromising the architectural vision.

From early construction in late 2024 through completion in 2025, the project required continuous coordination, evolving design adjustments, and strong collaboration across all partners.

The result is more than a technically complex and highly coordinated project. It’s a space built to celebrate, cultivate, and invest in Black excellence within the Madison community and beyond.

Projects like this remind us that construction is about more than buildings. It’s about helping create spaces that bring people together, elevate communities, and leave a lasting impact for generations to come.
